Shanghai's Pudong New Area has laid out an ambitious roadmap to establish Zhangjiang as a global hub for artificial intelligence innovation. The recently released "Work Plan for Promoting the Construction of Zhangjiang Artificial Intelligence Innovation Town" sets concrete targets that could reshape China's tech landscape.

The "Double Thousand" Vision

The plan centers around two key milestones: gathering more than 1,000 companies specializing in vertical AI applications and growing the local AI industry to surpass 100 billion yuan (about $14 billion) in value by 2030. These complementary goals reflect China's strategy to move beyond general AI models toward specialized solutions for specific industries.

The development won't happen overnight. Officials have outlined intermediate targets:

  • By 2027: Attract over 800 vertical AI companies
  • Complete registration of hundreds of large models
  • Build more than 30 demonstration projects
  • Reach 65 billion yuan in industry value

This gradual approach allows for course corrections while maintaining momentum toward the ultimate targets.

Building an Innovation Ecosystem

The plan goes beyond raw numbers, envisioning Zhangjiang as:

  • A talent magnet attracting world-class AI researchers and entrepreneurs
