Shenzhen Unveils AI Pioneer City Project Support Plan

The Shenzhen Municipal Bureau of Industry and Information Technology has officially released the "Implementation Rules for the Pioneer City Project Supporting Plan for Artificial Intelligence," marking a significant step in advancing the city's AI industry. The plan, which focuses on computing power, foundational data, and AI software and services, introduces multiple support programs designed to foster a robust AI ecosystem.

Key Initiatives

One of the standout features of the plan is the "Model Voucher" program, which provides subsidies to enterprises using generative AI models registered with the Cyberspace Administration of China. These vouchers can be used to offset 30% of model service fees, with a maximum annual application limit of 2 million RMB per enterprise. This initiative aims to encourage businesses to develop intelligent agents and leverage advanced AI technologies.

In addition to the "Model Voucher" program, Shenzhen will fund demonstration and flagship application projects. Demonstration projects can receive up to 2 million RMB, while flagship projects are eligible for up to 10 million RMB in support. The city will also provide matching funding (1:1 ratio) for organizations undertaking national AI "challenge-seeking" projects, with a cap of 10 million RMB.

Support for Innovation and Ecosystem Development

The plan also includes provisions for fostering domestic AI ecosystem innovation centers. Projects that facilitate model application migration and adaptation services can receive subsidies covering up to 30% of costs, with a maximum of 1.5 million RMB per enterprise. Open-source AI software projects will also benefit from tiered funding.

For high-profile events such as exhibitions, forums, and competitions, Shenzhen will offer subsidies covering up to 50% of approved total investments, with a maximum of 3 million RMB. Additionally, companies involved in embodied intelligent robot R&D and promotion can earn rewards of up to 3 million RMB for achieving significant sales volumes with blockbuster products.

Implementation Timeline

The new rules will be effective from March 18, 2025, through June 30, 2027. Shenzhen aims to enhance its technological competitiveness and solidify its position as a global leader in AI innovation through these comprehensive support measures.
