Recently, the Shenzhen Municipal Bureau of Industry and Information Technology announced the "Measures for Shenzhen to Build a Pioneer City in Artificial Intelligence." This initiative aims to enhance the city's role in the AI industry by committing to an annual investment of up to 300 million yuan. To further lower the expenses associated with developing and training AI models, the city will introduce "Training Coupons." Up to 500 million yuan will be available annually for related enterprises, universities, and research institutions. These entities can receive funding covering up to 50% of their service contract costs when renting smart computing power for large model training, with startups eligible for up to 60%.

Additionally, "Corpus Coupons" will be issued to encourage the open sharing and trading of corpora, further enhancing data accessibility for AI research and application.

Support for AI Applications

The city is also set to release "Model Coupons" with a total annual budget of 100 million yuan, aimed at reducing the application costs of AI models. Companies that develop innovative smart hardware products will be incentivized with rewards up to 3 million yuan for achieving significant sales volumes. Furthermore, developers of AI software that reaches commercial application for the first time can receive funding of up to 10 million yuan.

Shenzhen is keen on bolstering basic research and technological breakthroughs by investing 300 million yuan each year. This funding will support cutting-edge research in areas such as mathematical principles, infrastructure, and core algorithms of AI. The municipal government encourages the establishment of key laboratories by universities and research institutes, offering up to 5 million yuan for promoting source innovation related to large models.
