Microsoft announced a major reorganization of its Windows engineering teams, combining previously separate client and server divisions into a unified structure under Pavan Davuluri, the newly appointed president of Windows and Devices. The move aims to streamline development as Microsoft pushes toward an AI-centric operating system vision.
Centralized Leadership for Windows Development
Under the new structure:
- Core OS, data intelligence, security, and engineering teams now report directly to Davuluri
- Marks the first time Windows engineering operates as a single department rather than being split with Azure
- Azure retains responsibility for underlying components like storage and networking infrastructure
The restructuring reverses Microsoft's 2018 decision to split Windows operations between Azure and the "Experience and Devices" team. While former division head Panos Panay reclaimed some teams in 2020, core engineering remained fragmented until now.
Strengthening the AI Ecosystem
The reorganization comes as Microsoft aggressively integrates AI capabilities across Windows:
- Launch of Windows AI Labs to test experimental features in Windows 11
- Introduction of AI-driven tools including Copilot Vision and automated settings agents

In an internal memo, Davuluri emphasized this structure will help realize Microsoft's vision for an "Agentic OS"—an operating system that proactively assists users through artificial intelligence.
