Dr. Hyungrae Noh of Pusan National University explains the core dilemma: "AI operates through processes we barely understand ourselves. These systems don't 'decide' anything - they calculate probabilities based on patterns we've trained them to recognize."

The problem runs deeper than technical complexity. Current ethical frameworks rely on concepts like intention and free will - qualities AI fundamentally lacks. When a medical diagnostic algorithm misses a tumor or a hiring bot discriminates against certain candidates, there's no conscious actor to hold responsible.

Bridging the Responsibility Gap

The study examines what researchers call the "responsibility gap" - that uncomfortable space where harm occurs but traditional accountability models fail. Professor Noh's team suggests looking beyond anthropocentric thinking:

  • Developers must build safeguards and monitoring systems
  • Users should maintain oversight of AI operations
  • The systems themselves require ongoing adjustment mechanisms

"It's not about assigning blame," Noh emphasizes, "but creating shared ownership of outcomes."

A New Framework Emerges

The research builds on Luciano Floridi's non-anthropocentric theory, proposing distributed responsibility across all stakeholders. This approach acknowledges that while AI can't be "punished," its design and deployment require collective vigilance.

The implications could transform how we regulate artificial intelligence:

  1. More transparent development processes
  2. Built-in correction mechanisms for autonomous systems
  3. Clearer guidelines for human oversight roles
  4. Better documentation of decision pathways
  5. Regular ethical audits of operational AI

The goal isn't perfection - impossible with any technology - but creating systems resilient enough to catch and correct errors before they cause harm.
